I would say that our abilities have the potential to be restricted, yes, but they are not. Whoever is in charge here-- their abilities are far stronger than what we have faced. However, despite the purported omnipotence, I have not seen them about.

As for a normal human... there don't appear to be too many of them in this city, it would seem. For those who are, they have defenses or have taken shelter with those who do. And I have been told the beasts of the park may leave at times, but there have been few reported incidents over the network.
