I think it goes back to when they were a colony of England and decided they didn't want a monarchy, and set up a complicated republic with government agencies to hold each other in check, and four years ensures that no man holds onto power for too long.

[iskandar scoffs in disgust.] Fools, the lot of them. The only solution is that he should retake the presidency by force!

--They limit presidents to two terms each. [Rider what is he even going to do with you?] And I don't think they can raise personal armies over there.

I'm afraid that good enemies died with Darius, Rider, and you'll have to accept that.
