1. Train Station: New arrival, or waiting to welcome people? Either way, the train comes in, but you still can't ride it out.
2. Cathedral: Looking for redemption? Just doing a little sight-seeing? Or just getting a little shelter?

4. The Black Stallion Saloon: You were told the burgers were great here-- but maybe you just came for the beer.
5. The Library: You came to do a little research, but it looks like all of the information's just out of your reach. Though, you can always find a way to pass the time here.
6. The Coffee Joint: A lovely place to have a chat and a bite to eat.
7. Le Cafe Anglais: A Parisian-British fusion that's as charming as it sounds and serves the best tea around.

1. Just walked in: You intended to get here, and you made your way in; but now someone's caught your eye and you'd like to have a chat.
2. Been here all day: You've been sitting around minding the time. Maybe you didn't notice them at first or maybe you were just working up the courage to talk-- either way, they know you're here and you know it too.

So really, it probably shouldn't be a surprise that he makes his way over to Jack not too long thereafter. He might not be really certain that he'll be joining in on a drinking, given past events, but conversation he can do.
"Ah, I'm sorry if I'm interrupting anything, but did I hear you say that you caught a ride on the outside of the TARDIS?"

A hand lifted, signaling for another drink as Jack gave the Doctor the once over. Interest was clear there, a blatant picking out of what he liked. Little Lord Byronish for him, but the formal wear had potential. Jack always had liked that or the more modern cut of suits. The hair? Bit poet-like, dreamer. But the eyes. Oh baby. Those eyes. Reminded him of someone although he couldn't put his finger on just who.
Oh right. They had been talking about the TARDIS. Whoops. Had he said that aloud? Experiencing that ride from the outside did scramble the thoughts a little in Jack's view. He was also sure he arrived dead.
"Did I say that?" he asked slyly. The question was if this stranger would rise to the bait.

"It certainly sounded like that's what you said," he answers with a shrug. "I mean, I might not have been listening terribly well, but most people usually manage to travel inside her, and I'm almost positive that it would have been more comfortable that way."
The Time Vortex is hardly the most comfortable of places, after all, and most people wouldn't be able to survive the whole of a trip there, no matter how short the trip might have been in the long run.
