Scenarios
1. Just walked in: You intended to get here, and you made your way in; but now someone's caught your eye and you'd like to have a chat.
2. Been here all day: You've been sitting around minding the time. Maybe you didn't notice them at first or maybe you were just working up the courage to talk-- either way, they know you're here and you know it too.
3. Bad weather: You're here because you've gotten rained in. This wasn't your choice, but at least it's dry-- right?

Ibuki Mioda | Super Dangan Ronpa 2
It was raining! Though, Ibuki normally wasn't really one to shy away from such weather. In fact, if the mood was to strike her, she would likely play in the rain. Probably even sing in the rain! That is, if the weather wasn't freezing cold and she had proper gear on for it...
Unfortunately, the musician was rather ill-equipped for such a thing this day. How terrible, not even singing would leave her with a wonderful feeling! She'd still be soaked to the bone and likely to suffer hypothermia after a little while. With little recourse available to her...
... she entered the nearest building. The library.
"O... oohh... Ibuki has made a terrible mistake," she immediately realized.
She'd been thrown out of quite a few libraries for being loud and disruptive. Ibuki didn't mind being thrown out, normally, but... the idea of going back outside in that cold?
"Can Ibuki keep it in, can she?!" Ibuki wondered, as a surmounting pressure to just... start yelling started to bubble up, "But Ibuki doesn't want to be thrown out into the dark, cold, lonely night! It's a terrible predicament Ibuki has found herself in! The worst! Ibuki's going to explode! IBUKI DOESN'T WANT TO FEEL THE BONE BITING CHILL OF THE FREEZING RAIN!!!!"
... Already, she lost it.

Hey, hey, are there any electric guitars around here? Is... wait, Ibuki hasn't even found any electric outlets! How is Ibuki supposed to play her music here?!??! It's terrible! Awful! The worst! Super High School Level Bad!

So she leaned around the bookcase, sighing, and began, "Ibuki-san, please watch your volu...."
But she couldn't get herself to finish that sentence.
It occurred to her, in an instant, that there was nothing about that situation that Peko should be used to in the slightest. For one thing, Peko herself had died and this was not the island. Another thing-- Ibuki had only have just arrived!
"I-Ibuki-san!" Unable to watch her own volume in her surprise, Peko hurried over, wide-eyed. "When-- did you just--"

... Ibuki realized there was something wrong here. Peko Pekoyama was standing before her.
The last trial she had been to was...

If Peko was worried about her own volume... she had nothing on Ibuki's voice at full blast.

Hurrying to try and hush Ibuki, Peko stood closer, hoping she wouldn't have to go as far as to cover her mouth. She looked around the library area they were in; luckily (at least for Peko), they were alone.
"Listen to me-- you must be quiet."

But, still, she can't just dismiss the fact that there is somebody she thought was dead standing in front of her.
"Peko-chan! You're a ghost! Why are you haunting Ibuki?!?!"

"Come with me, sit down, and I will explain."

"Peko-chan..." after a pause, she asked, "If you're not a ghost, what kind of undead are you...?!"
Still, despite the accusation, she was going to follow wherever Peko lead her.
... as long as it wasn't a dark corner or something like that, anyway.

It was a simple explanation, simple and straightforward, as Peko often was. She led Ibuki by the arm toward one of the lounge areas in the library, even going so far as to pull out a chair for her.
She was aware of the fact there had only been a certain number of survivors from the Killing School Trip, but as Kuzuryuu had explained, it was possible that Ibuki did not recall having been murdered. It was clear, however, that she wasn't in despair; in this case she was glad she had caught up with Ibuki before Mukuro had, since... Ibuki could be a handful.
Regardless, Peko would have to be careful what she said.
"It may be hard to comprehend, but this place operates under a certain few rules of... powers beyond our comprehension."

She stared for a moment at the chair, but made absolutely no move to sit on it. Being somebody that was practically full of energy most of the time, how could she just sit? Especially in this unusual situation. There was no way she could sit down. She might end up flipping a table if she did.
"Jabberwock Island was already incomprehensible!" Ibuki pointed out, "Is it even more confusing, then? Is it? Did we enter the Twilight Zone, Peko-chan?! The Outer Limits?! Did somebody adjust the TV when the voice told them not to?!"

"I can say without a doubt that the situation here is more incomprehensible than what we faced on Jabberwock island," she explained, "But I don't think it's a TV world. And... Monokuma and Monomi are not responsible for the situation we are in right now."
Shifting in her seat, she waited for Ibuki's inevitable outburst before proceeding. A little bit at a time.

Somehow, Ibuki's freakout had stopped. For now. The fact that Monokuma wasn't around was definitely a good thing.
"Ooh, so everything around here is confusing?! That's so weird! Does anything make sense? Is there at least good music?! A world without music would be awful! Terrible! Ibuki doesn't even have a guitar, it's the worst thing ever!"

She hated to be the bearer of bad news, but she wasn't sure Ibuki was going to be playing anything electric any time soon. "I... also didn't think about looking to see if there are CDs or things like that."

She trailed off as she realized... this was Peko Pekoyama she was talking to. Why would Peko carry on Ibuki's ramblings? Ibuki felt a heavy weight in her stomach as realization set in...
